Gilpin County checkbook down $1.5 million from last year

Public Health Building Furnishings, Sheriff’s Personnel Grant Awarded

On July 28, 2020 Gilpin Board of County Commissioners (BoCC) held a special online meeting that featured topics such as Sheriff’s Office Grant Update, General Public Use of the Community Center Campus Outdoor Arena, and the consideration of furniture specifications and interior finishes for the new Human Services/ Public Health Building. Board-Chair Gail Watson opened up the meeting at 9:00 am along with Commissioners Ron Engels and Linda Isenhart. Also online were County Manager Abel Montoya, County Attorney Brad Benning, Deputy Clerk Sharon Cate, and members from the Senior Leadership Team.


Gilpin County Planning Commission President Laura Jeney public provided a Public Service announcement by informing the online audience that the Comprehensive Land Use Plan survey is still available thru Friday 31. Also, the Comprehensive Planning Workshop will occur August 25 between 6-7:30 pm. This is an opportunity for residents to shape the future of land use in Gilpin County.

Commissioner Watson also commented that the Land Use survey is available on the Gilpin County web page along with another survey concerning County funding during the COVID disaster.

COVID-19 Update

Gilpin County Public Health Coordinator Bonnie Albrecht announced that the COVID  cases in Gilpin County still stands at 13 with about 10 residents signed up for testing today. “Keep wearing your masks and maintaining your social distancing practices,” said Ms. Albrecht “and we will not see the spike that the rest of the State is experiencing.”

Public Trustee and County Treasurer’s Report

Gilpin County Treasurer Mary Lorenz presented that Public Trustee Report first by emphasizing that things are moving slowly right now, but so far the County has experienced only two foreclosures. However, there are a lot of Deeds of Trust releases due to residents refinancing and selling their homes. In the May 2020 Treasurer’s Report, it is reported that only 55.39 % of the County Taxes have been collected down from 77.61%  last year during the same period. Ms. Lorenz ran a report on 7/28 and it is encouraging that taxes collected as of that date jumped to 87.87%. The County Funds Grand Total for the month of May is down a little more than $1.5 million dollars under last year’s total.

Human Services/ Public Health Building Furnishings

Business Analyst Jamie Tirado led the discussion that walked the Commissioners and the folks online through some of the furnishing ideas for the Human Services/ Public Health building located on Hwy 119. At the Commissioners meeting on June 2, $65,029 was approved to provide furnishing for the newly renovated building, but what was presented then were the furniture choices that will keep the County at or under budget. After a very long and detailed conversation covering not only furnishings for the Human Services/ Public Health Building but also the exterior and interior color choices, trim, and cabinets, the Commissioners agreed to move forward with most of the selections that staff had presented.


Colorado Mounted Thunder’s Application to Use Arena

  County Manager Abel Montoya presented a Temporary Use Permit (TUP) on behalf of Colorado Mountain Thunder Event scheduled to be held at the Community Center Horse Arena on August 22-23. The event will feature Cowboy Mounted Shooting which is the largest equine sport in the nation. It combines elements of exhibition shooting with high caliber horsemanship. The object is to shoot 10 balloon targets with blanks while riding through a variety of challenging courses. It is a timed event, where the competitor who rides the fastest with the least number of missed targets wins. Gilpin County Commissioners rescinded the TUP on the basis of the ongoing COVID pandemic and the prohibition of shooting during the current Stage 2 fire ban.

Sheriff’s Office Grant Update

Gilpin County Sheriff Kevin Armstrong was pleased to announce that Gilpin County was awarded a COVID grant that assists in covering personnel costs associated with the Sheriff’s Office. The grant application was submitted in May for $785,956 in which the Sheriff’s Office was awarded the full amount. “This grant is just a stop-gap that will help us over the next year to get back on track with our finances” according to Sheriff Armstrong. Thanks went Undersheriff Tonya Kapke, Victim Services Shannon Harrington, Deputies Sean Stanfield, and Andy North-Skelton for putting this grant together and submitting it to the State.

A Consideration for Approval was presented of the Board of County Commissioners Meeting Minutes for July 21, 24, 2020 and approved.

  • To discuss the purchase, acquisition, lease, transfer, or sale of real, personal, or other property interest.
  • For a conference with the County Attorney for the purpose of receiving legal advice on specific legal questions.
  • For the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators.
  • For discussion of a personnel matter.
