Fry commended for rescuing Gilpin resident in need

Commissioners approve health services agreement, and salary compensation study

At the Gilpin County Commissioner’s (BoCC) meeting on November 5, 2019 the agenda included a County Employee Commendation, multiple Public Health items, and an agreement with Colorado Division of Fire Prevention and Control (DFPC).

Madam Chair Linda Isenhart opened up the meeting promptly at 9:00 a.m. with Commissioners Gail Watson and Ron Engels. Also present were County Attorney Brad Benning, County Manager Abel Montoya, and Deputy Clerk to the Board Sharon Cate.

Employee Commendation

  Gilpin County Road and Bridge Grader Operator Jonathan Fry received a commendation for services above and beyond his normal duty. Mr. Fry came to the rescue when a Gilpin resident fell down while out walking his dogs. While out plowing snow on October 24, Jonathan spotted the resident down on the side of the road with a severe knee injury. He notified the wife of the fallen resident who contacted EMS to render further aid and provide transport to St Anthony’s Hospital. With this the Gilpin County Commissioners and the County Public Works Department awarded a special commendation to Mr. Fry for Exemplary Service.

DFPC Memorandum of Understanding (MOU)

Gilpin County Sherriff Kevin Armstrong presented an MOU between Gilpin County and the Colorado Division of Fire Control and Prevention (DFPC). In the MOU it is understood that DFPC will occupy approximately 2,400 square feet of secured office and garage space in the County owned building located at 3057 Dory Hill Road. The County will not charge any fee or rent to DFPC for this building. Instead, it will rely on the State to provide fire prevention and control services to the residents of Gilpin County. Gilpin County Commissioners approved the MOU unanimously.

Annual Health Services Agreement

Gilpin County Commissioners approved a Purchase of Services Agreement between Gilpin County and Jefferson County Public Health (JCPH) as presented by Gilpin County Public Health Coordinator Bonnie Albrecht. JCPH will provide a Public Health Program including all core public health services to Gilpin County during the period between January 1, 2020 to December 31, 2020. These services include assessment planning and communication, vital records, prevention and population health promotion, Emergency preparedness, and environmental health. Cost of the services outlined in the agreement shall not exceed $170,000.

Community Health Improvement Plan

Gilpin County Public Health Coordinator Bonnie Albrecht also presented final draft of the 2020-2024 Gilpin County Public Health Improvement Plan. The plan contains three areas of focus captured from the 2018 Community Health Assessment Survey. These areas of focus are: radon, mental health (including substance abuse), and tobacco control. This Plan is similar to the Plan submitted to the Commissioners at their meeting on October 22, 2019 meeting. It needed to be approved by the Commissioners in order to send it on to the Colorado Department of Public Health and Education. Gilpin County Commissioners approved the Health Improvement Plan unanimously.

Public Health Advisory Board Bylaws

Gilpin County Commissioners also approved with amendments, the October 2019 version of the Gilpin County Public Health Advisory Board By-laws. One correction is to reduce the five year appointment to a two year appointment for Board member. Other corrections included specifics on posting vacancies and language to clarify terminations.

Compensation Study Contract

Gilpin County Human Services employee Chrystal Ganz presented a contract between Gilpin County and Graves Consulting to conduct a compensation study and analysis to address recruiting, retention, and total compensation. The County’s pay structure was last updated in 2017 and implemented in 2018 with minor revisions and range adjustments. The County has operated under a “Pay-for-Performance” philosophy centered on annual performance review ratings. Since 2012 the pay increase philosophy has been inconsistent with market adjustments. The contract with Graves Consulting for compensation study and analysis is recommended to align Gilpin County’s compensation structure with other entities in the area. Gilpin County Commissioners approved the contract with Graves Consulting for $17,750 with a start date of January 6, 2020 unanimously.

Public Trustee’s Report

Gilpin County Public Trustee Mary Lorenz presented the Public Trustee’s Report for the 3rd Quarter of 2019. The June 2019 bank balance was $11,315 with $3,872 income and $2,457 disbursements to achieve a September 2019 balance of $12,731. Ms. Lorenz stated that in the third quarter, the Public Trustee’s salary was paid – $3,416.14 came out of the reserve, and $3,624.49 came out of checking for a total of $7,040.63. Gilpin County Commissioners accepted the 3rd Quarter report unanimously.

Mid-County Liquor Tasting Application

Gilpin County Local Liquor Licensing Authority Board (LLA) opened at 9:40 a.m. and approved a permit for Mid-County Liquors to hold liquor tasting events throughout 2020. Mid-County Liquors will host two liquor tasting events each month featuring a variety of malt, vinous, or spirituous liquors. LLA board adjourned at 9:41 a.m. and the BOCC reconvened.

County Manager’s Report

County Manager Able Montoya presented two reports: the September 2019 Gilpin County Parks and Recreation report, and the Gilpin County Public Works report. Mr. Montoya reported that there is a heating issue at the Recreation Center swimming pool room. The parts have been ordered and the vendor expects the issue to be cleared up in about two weeks. From the Public Works report, revenue is up at the transfer station for fees collected. Year to date 2019 is $169,130 total fees collected – about $14,600 over the 2018 total.

Library Board of Trustees

Gilpin County Commissioners appointed Linda Douglas to the Gilpin County Library Board of Trustees.

Veteran’s day Proclamation

The Gilpin county Board of County Commissioners wish to recognize all Gilpin County Veterans for their military service, dedication and sacrifice, and for honorably representing our Nation during peacetime, times of war, and times of conflict. The County Commissioners do hereby proclaim November 11, 2019 a day of recognition of all Veterans of Gilpin County. The BoCC approved the proclamation unanimously.

Meeting Minutes

Gilpin County Commissioners approved the meeting minutes from October 22, 2019 with Commissioner Engels abstaining his vote due to his absence during said meeting.

Executive session

Gilpin County Board of Commissioners recessed to Executive Session Pursuant to C .R.S. 24-6-402(4)(b) for the purpose of receiving legal advice and C.R.S. 24-6-402(4)(e) determining positions  relative to matters that may be subject to negotiations, developing a strategy for negotiations, and/or instructing negotiators.
