Approve PW truck upgrade and office supply plan

Several Sheriff’s Office items, reallocation of funds to facilitate an upgrade purchase of truck for the Public Works Department, and the 2019 Treasurer’s Report were a few of the highlights of the February 18, 2020 Gilpin County Board of County Commissioners (BoCC) regular meeting.
Madam-Chair Gail Watson opened up the meeting promptly at 9:01 am along with Commissioners Linda Isenhart and Ron Engels. Also present: County Attorney Brad Benning, County Manager Abel Montoya, and filling in for Deputy Clerk to the Board Sharon Cate, was Gilpin County Clerk and Recorder Sahari McCormick.
Sheriff’s MOU with CO Emergency Fire Fund
Gilpin County Sheriff Kevin Armstrong and Undersheriff Tonia Kapke presented a Memorandum of Understanding (MOU) for participation in the Colorado Emergency Fire Fund. The purpose of the MOU is to establish participation in the Emergency Fire Fund Program (EFF), to establish methodology and process for eligible payments from the Fund to the County, and describe the conditions under which the EFF will be managed. Gilpin County BoCC approved the MOU unanimously.
Sheriff’s USFS Patrol Agreement
Gilpin County Commission also approved an agreement that will allow Gilpin County Sheriff’s Deputies to patrol US Forest land. The agreement states that Gilpin County Sheriff’s office will provide patrol and law enforcement services on government owned Forest Service Property at an annual cost of $8,100 to the Federal government. This agreement also includes a little over $2,000 for equipment maintenance, upkeep, purchases, and/or equipment rental.
Sheriff’s Lexipol Policy Proposal
A proposal to update the Sheriff’s Department policies and procedures through Lexipol was discussed with the Commissioners. Sheriff Armstrong and Undersheriff Kapke submitted the proposal that will have a financial impact around $13,500. For the money the Sheriff’s Department will get updated policies, some of which haven’t been updated since 2003, 50 hours dedicated to a law enforcement support package in which the Sheriff’s Office (SO) personnel will work directly with Lexipol to customize policies that are aligned with Gilpin County’s ordinances. Lexipol monitors State and Federal legislative decisions and updates policies in real time to reflect those changes. Gilpin Commissioners agreed to add this discussion to the February 20th Work Session agenda.
PW Utility Truck Upgrade
Public Works Director Gordon Thompson and Public Works Operations Supervisor David Rich submitted a reallocation of funds to purchase an upgraded utility truck. Currently on the budget, $45,000 has been allocated to purchase a Chevrolet 3500 mogas flatbed truck. Public Works would like to upgrade to a Chevrolet 5500 diesel with a hook lift. The 5500 would be heavier duty and more diverse than the 3500. To offset the $78,000 price tag, Public Works is requesting to utilize some leftover material and dust suppression funds from 2019. Gilpin County Commissioners approved the reallocation of funds to purchase a Chev 5500 without the hook lift in lieu of the budgeted Chev 3500.
Office Products Purchase Proposal
Gilpin County Business Analyst Jaime Tirado and Staff Accountant Lorna Plamondon presented a proposal that will change how Gilpin County departments purchase office supplies. The request is to require all county departments move towards purchasing all office supplies possible from Office Depot. The shift to consolidate buying saves time, allows for better tracking on office supply consumption, and allows for discounts on frequently purchased items to provide a cost savings to the County. Gilpin County Commissioners approved the request with very little discussion.
Gilpin County Treasurer Mary Lorenz presented the December 2019 Monthly Report to the Commissioners. The Monthly Report shows once again that the amount of Property Taxes collected at the end of the year was less than 1% lower than December 2018 with a Grand Total of $18.3 million dollars for 2019, $107,000 over the 2018 Grand Total. Ms. Lorenz also submitted the second half 2019 semi-annual report for approval. There were no items out of the ordinary and the Commissioners approved both reports unanimously.
Legal Status Report
Gilpin County Attorney Brad Benning reported that he has been working on some Denver Metroplex issues along with some contract reviews.
County Manager Report
County Manager Abel Montoya reported that he would like to thank the Public Works Department, especially the County’s snow plow drivers, for the outstanding job they have done keeping the County roads and facilities clear of snow after this latest series of snowstorms that the county has experienced.
Gilpin County Commissioners moved to recess into Executive Session per C.R.S. 24-6-402 (4) (b) to confer with an attorney for the purposes of receiving legal advice.
