Black Hawk City Council gathered on February 24, 2021 to discuss the continuation of the plat approval for the Black Hawk Park.

Mayor Spellman called the Council to order promptly at 3:00 pm followed by Roll Call and an online Pledge of Allegiance. Roll call revealed Council members that were present online included Aldermen Linda Armbright, Paul Bennett, Jim Johnson, Hal Midcap, Greg Moates, and Benito Torres. Also present online were City Attorney Corey Hoffmann, City Manager Stephen Cole, City Clerk/Administrative Services Director Melissa Greiner, and Deputy City Clerk Michele Martin.

Meeting Minutes

Black Hawk City Council approved the meeting minutes from the February 10, 2021 Regular Meeting with no corrections or amendments.

Black Hawk Park Plat Approval (Resolution 8-2021)
  Black Hawk City Council approved a continuation of Resolution 8-2021 until March 10th due to some details that still need to be resolved.

The City of Black Hawk has received an application from Dalton Horan of Ventana Capital, Inc and Jason Krall of Rick Engineering on behalf of the property owner Club Vista Properties II, LLC, requesting review and approval of a Preliminary Plat and a Final Plat for the Black Hawk Park subdivision. The applicants request the subdivision of Lot 1 Block 1 Miners Mesa Subdivision Filing No. 4 into ten (10) commercial lots and one (1) tract for the purpose of developing the property with an Airstream RV Campground, a distillery, and other commercial uses. A Resolution approving the Black Hawk Park Final Plat with the following conditions was made:

  1. Final Engineering documents shall in the future be submitted with Site Development Plan (SDP) applications and be plans worthy of being Construction Documents for permitting of such work needed to develop a proposed SDP.
  2. The Final Plat shall not be recorded until all redlines and comments by Black Hawk staff are addressed (including the dedication certificate on the Final Plat indicating that Lot 6 is herein dedicated to the City upon signatures added to the plat and recordation in the Gilpin County Clerk & Recorders Office) to the satisfaction of the Director of Public Works, and the Community Planning and Development Director;
  3. The Final Plat shall not be recorded until financial and written guarantees of completion of required public improvements are fully executed in the form of a Subdivision Improvements Agreement.
  4. The plat shall not be effective until it is certified by the appropriate parties and recorded at the Office of the Gilpin County Clerk and Recorder.

Executive Session

Black Hawk City Council recessed into Executive Session Per CRS 24-6-402(4)(e) to determine positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators.

Next Meeting

The next Black Hawk City Council meeting will be on March 10, at 3 pm. The City of Black Hawk is hosting virtual City Council meetings via Zoom in response to the Coronavirus COVID-19 until further notice. There are no physical meetings at this time.
