Black Hawk Park approved on Miners Mesa

New employees introduced; BHPD officers to get driving track time

Black Hawk City Council assembled for their regular online meeting on February 10, 2021 with only two Public Hearing items on the agenda which allowed City Manager Stephen Cole to introduce several new employees.

Mayor Spellman called the Council to order promptly at 3:00 pm followed by Roll Call and an online Pledge of Allegiance. Roll call revealed Council members that were present online included Aldermen Linda Armbright, Paul Bennett, Jim Johnson, Hal Midcap, Greg Moates, and Benito Torres. Also present online were City Attorney Corey Hoffmann, City Manager Stephen Cole, City Clerk/ Administrative Services Director Melissa Greiner, and Deputy City Clerk Michele Martin.

City Attorney Hoffmann asked Council to declare any Conflicts of Interest on any issue appearing on the agenda other that than those already disclosed and filed with the City Clerk and Secretary of State. There were no objections from the City Council or from anyone online.

Meeting Minutes

Black Hawk City Council approved the meeting minutes from the Regular Meeting on January 27, 2021 with no corrections or amendments.


Emergency Vehicle Operations Course (CB 5/ Ordinance 2021-05)

An Ordinance approving the Inter-Governmental Agreement with Douglas County, Colorado for access to the County’s Emergency Vehicle Operations Course. In the past, the Police Department has been able to use Miners Mesa parking lot for POST required driving training. However, the Police Department needs to locate a new area (facility) for training with the new construction area. Black Hawk Police Department would like to sign an IGA with Douglas County CODE 303 to use their driving track. The CODE 303 facility would allow the department to conduct full training days and accommodate all the POST required hours. Black Hawk City Council unanimously approved CB 5/ Ordinance 2021-05.

Black Hawk Park Plat Approval (Resolution 8-2021)

The City of Black Hawk has received an application from Dalton Horan of Ventana Capital, Inc and Jason Krall of Rick Engineering on behalf of the property owner Club Vista Properties II, LLC, requesting review and approval of a Preliminary Plat and a Final Plat for the Black Hawk Park subdivision. The applicants request the subdivision of Lot 1, Block 1, Miners Mesa Subdivision Filing No. 4 into ten (10) commercial lots and one (1) tract for the purpose of developing the property with an Airstream RV Campground, a distillery, and other commercial uses. A Resolution was presented approving the Black Hawk Park Final Plat with the following conditions:

  1. Final Engineering documents shall in the future be submitted with Site Development Plan (SDP) applications and be plans worthy of being Construction Documents for permitting of such work needed to develop a proposed SDP.
  2. The Final Plat shall not be recorded until all redlines and comments by Black Hawk staff are addressed (including the dedication certificate on the Final Plat indicating that Lot 6 is herein dedicated to the City upon signatures added to the plat and recorded in the Gilpin County Clerk & Recorders Office) to the satisfaction of the Director of Public Works and the Community Planning and Development Director;
  3. The Final Plat shall not be recorded until financial and written guarantees of completion of required public improvements are fully executed in the form of a Subdivision Improvements Agreement.
  4. The plat shall not be effective until it is certified by the appropriate parties and recorded at the Office of the Gilpin County Clerk and Recorder. There were no public comments in support or in opposition of Resolution 8-2021, and the Black Hawk City Council approved a continuation of Resolution 8-2021 due to some details that still need to be resolved.

City Manager’s Report

City Manager Stephen Cole took an opportunity to introduce and welcome eleven new Black Hawk City employees: Tiffany Murphy (Executive Administrative Assistant), Ashley Wilson (Development Services Coordinator), William Amburn (Police Officer), Sol Atencio (Police Officer), Jasson Brobbey (Police Officer), Justin Dietrick (Police Officer), Jorge Duque (Sergeant), Rick Grassi (Sergeant), James Kimball (Police Officer), Michael Downing (Water Operator I), and Travis (Royce) McLain (Water Operator II).

Executive Session

Black Hawk Council approved a motion to recess into Executive Session per CRS 24-6-402 (4) (b) to confer with an attorney for the local public body for the purposes of receiving legal advice on specific legal questions, and CRS 24-6-402 (4) (e) to determine positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators.
