Black Hawk addresses COVID-19

Council approves online meetings and gaming tax relief during 30 day casino closures

A special online meeting of the Black Hawk City Council to address concerns in this ever changing COVID-19 environment took place on March 18, 2020 at 3:00 pm.

Mayor Spellman called the Council to order followed by Roll Call and an online Pledge of Allegiance. Roll call revealed Council members that were present online included Linda Armbright, Paul Bennett, Jim Johnson, Greg Moates, and Hal Midcap. Benito Torres was absent. Also present online were City Attorney Corey Hoffmann, City Manager Stephen Cole, City Clerk/ Administrative Services Director and webinar host Melissa Greiner, and Deputy City Clerk Michele Martin.

City Attorney Hoffmann asked Council to declare any Conflicts of Interest on any issue appearing on the agenda other that than those already disclosed and filed with the City Clerk and Secretary of State. There were no objections from the City Council or from anyone online.

Action Items

Telephonic Policy for City Council Meetings (Resolution 23-2020)

Black Hawk City Council approved Resolution 23-2020 which is a Resolution Approving a Telephonic Participation Policy for City Council Meetings The purpose of the policy is to specify the circumstances under which a member of the City Council may participate in regular and special meetings by telephone or other electronic means of participation, such as video-conferencing.

Device Tax (Resolution 24-2020)

A Resolution Forgiving Certain Device Taxes for the Month of March 2020, Payable in April 2020 was brought before The Black Hawk City Council. Under the Colorado Disaster Emergency Act, the Mayor of the City of Black Hawk has issued an Order Declaring a Local Disaster Emergency in and for the City of Black Hawk Colorado because of the COVID-10 pandemic. The State of Colorado has further ordered that casinos across the state of Colorado be closed for a period of thirty (30) days, beginning March 17, 2020, because of the pandemic. The City desires to assist the gaming industry in the challenging times created by the necessary response to the pandemic. Black Hawk Council members approved Resolution 24-2020 unanimously.

Executive Session

Council passed a motion at 3:08 pm to recess into Executive session per C.R.S. 24-6-402 (4) (b) to confer with an attorney for the local public body for the purposes of receiving legal advice on specific legal questions.
